Booking Thai Airways

I am looking at booking flights from KBV to TPE via BKK and it doesn’t look like United or AC have any award availability. I am able to transfer Citi points to Thai Airways but have a couple of questions 1) Is the transfer instant? 2) I haven’t transferred any points yet, but when I click on the flights, it gives me an error “cannot book flights at this time” is it because I do not have any award points? Just concerned about phantom availability </
