Air France business not available on JAL Mileage Bank?

Is AF blocking JMB access to business class awards? For instance, AF PEK to CDG is available on business via Virgin, Etihad, Qantas, and SAS, but no availability when searching on JAL. I’ve seen this on multiple dates too, where several AF partners have access but not JAL. JAL phone agent also couldn’t see any business class availability.
